I like your list of these and am very familiar with them (my partner is a harm reduction advocate). The arguments supporting such facilities are very strong on all sides (economic, social, psychological, etc.).
I first heard of wet houses on a public radio program. I feel very strongly that alcoholism is an illness not a moral problem. And for some people hospice care is the best option. It's better than letting them die out in the street because they can't keep to a treatment program.

Last month one of the homeless men who lived in the homeless encampment down my the railroad tracks in Ithaca died in a tent fire. That is a horrible way to die. I don't know that he was an alcoholic but many of the men who live there are. The city has been trying for years to get people to stop living there, but where else are they supposed to live?
